Expense

The city has stated that the budget for the 2023 "high development" concept of Millennium Park is $16.6 at maximum, but the borrowing bylaw has been authorized up to $20.8 million. Both numbers are extremely high, especially considering less expensive concepts were proposed - and rejected.

Cities borrow money all the time for projects with a high cost, but the majority of those are for essential public infrastructure. Millennium Park is solely a project for recreation and enjoyment - and we feel the price tag on this project is just too high, especially given the lack of public consultation on this project meant to focus on the St. Albert community.

Environmental Concerns

The forested area slated for removal - 56% of the existing stand - consists of some of the oldest trees in St. Albert. In addition, the existing forested wetland, according to the 2023 redesign, will be filled in to create a lawn. This will not only remove features that people value, but also habitat for all the wildlife that rely on these areas for food, shelter, and breeding habitat.

Maintaining existing habitat is far easier, less expensive, and intensive than removing natural features and attempting to mitigate their loss after they're gone.

This plan directly contradicts the city's own commitment to a greener future, as clearly stated in the Green Environment Strategy.

Accountability

City council has opted to continue with this project after discarding the concept that was developed in 2018, which included extensive public consultation. Instead, they've set their sights on a brand new 2023 concept involving the most development, most environmental disturbance, and highest cost.

 

The stated intention behind this park is to provide “a spectacular public open space for a range of cultural facilities, activities and events and passive enjoyment", meant to amplify a sense of community spirit and vitality. So why have city officials opted to move all planning activities for it behind closed doors?
